It seems to me that those who either never logged on or haven't logged on in over 3 years or so, have forfeited the rights to their accounts.

Doing so will also wipe out banned accounts.
Also less people makes it look like we are much smaller than we are.
It has been wiped out and cleaned out a few times over the years and each time it has brought nothing but hassle.
