Whoops, you're right. I was comparing the two as if the new one was on the right. Goes to show how the Soviet Union packaged their rounds. Could just be brittle brass or an overcharge of powder as well. If your Mosin shoots the bulk pack just fine it doesn't seem like it should be an issue of headspacing.

Shoulder demensions look off i have the same problems on my mosins, its not easy to find 7.62x54 but 7.62 39 is plentiful, the 54r is hit and miss and from various supliers and regions canada sucks for ammo but svt40's are plentiful and cheap.

The left round is spam can x54r, the right one is romanian.
The split neck rounds were PROBABLY split before you shot them and you did now know it.
Take apart the bolt completely, clean it. Check the primer depth on all your rounds and check for splits/cracks, even tiny one, in the neck near the crimp.
