The speed at which they rotate would do fuck all in terms of providing lift. So, yes.

They just need propulsion to initiate the spin. Once it gets going it will keep spinning if it's in a vacuum.

to maintain constant gravity in space, the spaceship needs to continuously accelerate its spin....

I was watching The Martian the other night and the acceleration in relation to the radius of that spinning part of the ship seemed off. I would assume the angular speed would have be greater to create forces needed to have the gravity they showed.

Acceleration is a change in velocity and velocity is a vector. So even with the same magnitude, as long as the direction is changing then the velocity vector is changing. Hence, acceleration is always there.
