I just grinded out some drops from 3/8ths to 14mm and deepened them while I was at it. The best way to do it is with a Dremel tool with the small sander wheel. I'll try and remember to take a picture of mine when I get home from work. It's real easy if you keep it on a slowish setting so that you don't burn through the dropout fast.
bmx dropouts aren't hard to file and .1" is fuck all. if you have the gear go ahead but files from a discount shop will do the job edit - don't get me wrong if i was at work i'd be using a die grinder/rotary bit. i'm just saying its easy to do with the basics and the lad would make a mess with an angle grinder by the sound of it
