Posts on the board are timed as roughly 3 hours in the future from GMT. I checked my user cp and and I'm set as in the GMT time zone. Also, at the bottom of the page it says all time are in GMT.

Is this a problem with my settings or something to do with the server?

It's exactly 1 hour ahead of me right now (1:17 am. nova scotia canada)

I've been experiencing a little bug while using the Quick Reply. It must have to do with the time zones being off. I was tweaking around with different settings and noticed my posts were appearing first, due to them having the earliest time.

The site is still 32 minutes ahead of Central time here.
