you can, anyone can apply for a rifle or shotgun license. several of my friends have shotguns, one's even a gunsmith.

the problem is you're not allowed to shoot anyone with it - even if they kicked your door down and raked your living room with machine gun fire you'd still end up in nick for waving anything vaguely resembling a peashooter at them. *
