it's stretched. basically the tire that is on the rim is more narrow than normal.

It's a tire that is far too narrow for the rim it was put on. And it works very poorly. Lots of guys do it because, apparently, this is some kind of modern automotive fashion statement.

I still think it's ridiculous, and have yet to hear one competent argument confirming there is some kind of advantage to running skinny tires on wide rims.

well i believe it started in Belgium (??i think) where there was and maybe still is a law, where the tread of a tire must be within the fender, so to fight the system, so to speak, this is what came of it. low offset rims were able to be used and it was still considered legal because the tread was not out from under the fender.

Most states have a law that permits only a certain amount of tread to protrude from a fender. Jeep and truck guys (and some fancypants bodywork car guys) figured out a long time ago that fender flares were a much better solution.

that depends on what you're trying to accomplish.

it's also a matter of opinion; on some/many cars i'd much rather stretched tires than fender flares.
