It really is. In the past 3 years or so there's been 2 DIY concrete skateparks, another one that was mainly street oriented stuff like a skate plaza kind of, and an abandoned lot got turned into a trails spot in the middle of the city. Bmx riders and skaters are taking over.

Edit - Here's a random youtube video I found of my favorite new park in the area. All hand built by skaters and bmx dudes.
